Edd Peter Usher

Edd Peter Usher

Mr. Edd P. Usher is a citizen of Belize. He is a Graduate of Wesley College in Belize City and the Royal Military Academy in the UK. He holds a Bachelor’s Degree in Law (LLM) from the University of Guyana and a Master of Laws, Legislative Drafting (LLM. Leg. Drafting) from the University of the West Indies, Cave Hill, Barbados. Mr. Usher is an adjunct lecturer at Wesley Junior College in Belize City where he lectures in Public Law and Law and Legal Systems; and Corozal Junior College where he lectures in Constitutional and Public Law and Law and Legal Systems. Mr. Usher was an officer in the Belize Defence Force where he served for eight (8) years. He was a Magistrate for approximately 15 years and held court in every Magistrates Court in the country of Belize. He served as a Draftsman at the Solicitor General’s Office, and subsequently, as the Legal Officer for the Department of General Sales Tax for 5 years. At present Mr. Usher is the Legal Officer for the Belize Ports Authority. Mr. Usher is married, has 4 children and resides in Belize City.
Darrell Bradley

Mr. Darrell Bradley is a Belizean Attorney and Partner at Bradley Ellis & Co. LLP. He served as President of the Belize Senate from June 2019 to October 2020 and Chairman of the Social Security Board Appeal’s Tribunal. He served two terms as Mayor of Belize City and three terms as President of the Belize Mayor’s Association. Darrell was also a Member of the Board of Directors of the London-based Commonwealth Local Government Forum, Vice-President of the Belize Bar Association and a member of the Board of Directors of the Central Bank of Belize. Darrell teaches part-time at the University of the West Indies (Open Campus), the University of Belize, Galen University and Wesley Junior College. Darrell earned a Bachelor’s Degree, with majors in Sociology and International Studies, a Master’s Degree in Public Administration, and a Post-Graduate Certificate in Teaching from Saint Louis University. He also earned a Bachelor’s Degree in law from the University of the West Indies and a Certificate of Legal Education from the Norman Manley Law School.

Dickie Bradley is a highly accomplished individual with a diverse background in legal service, public service, and community service. With a wealth of experience and expertise, he has made significant contributions in various fields throughout his career. In the realm of legal service, Mr. Bradley earned his LLB Hons. Upper Division from the University of the West Indies in 1989. He further enhanced his legal education by completing the C.L.E program at Normal Manley Law School in 1991. Subsequently, in 1993, he was admitted to practice law. He began his legal career as an associate at the prestigious Glenn Godfrey Law Firm, where he honed his skills and gained invaluable experience. Dickie Bradley’s dedication to justice and his commitment to upholding the rights of individuals led him to pursue a career as a Magistrate, ensuring fair judgment and legal proceedings. He later took on the role of Attorney General, where he played a pivotal role in shaping and implementing legal policies and regulations. In 1994, Mr. Bradley established his Law Firm, where he provides exceptional legal representation and guidance to clients. His expertise and professionalism have garnered him a strong reputation in the legal community. Beyond his legal pursuits, Mr. Bradley has also made significant contributions in public service. He began his public service career as the youngest Head of a Government department, serving as the Assistant Postmaster General. He later served as a Hospital Administrator and an Administrative Officer in the Ministry of Education, Sports, and Culture. His capabilities and dedication earned him positions as Permanent Secretary in several Government Ministries and the prestigious role of Leader of Government Business in the Senate.
Hon. Madam Justice Antoinette Moore

Hon. Madam Justice Antoinette Moore

Judge in the Criminal Division of the Supreme Court of Belize
Justice Moore is a judge in the Criminal Division of the Supreme Court of Belize, sitting in the Southern Administrative District of the Court. She is a dual Belizean/US National. Justice Moore earned her Juris Doctor degree from Loyola University of Chicago Law School in 1985. She received a Certificate in Legal Education from the Norman Manley Law School in 1996, and also has a Masters in International Human Rights Law from Oxford University. Justice Moore’s Bachelor’s degree is in Government from Lawrence University in Wisconsin in the US. Prior to her elevation to the bench in 2014, Justice Moore was a sole practitioner primarily representing claimants in human rights cases and doing criminal defence. She was the prosecutor in Belize’s largest money laundering trial, from 2010 to 2012, Justice Moore was the director of the ABA Rule of Law Initiative project in Belize that produced reports on the country’s prosecutorial branch and juvenile justice system as well as conducted training for judicial officers. Justice Moore has assisted international agencies and government departments in training and legislative and policy reforms on the rights of vulnerable populations, including women, children, refugees, and the disabled. She had been an adjunct lecturer in Human Rights at the University of Belize. Louis Holds a BScEd in Biology Education and 2 BA's in Ministry and Biblical Studies Co-Owner with wife of Shamax Productions and PlusTV and host of Rise and Shine Morning Show for the past 14 years. 19 years performing music with D-Revelation Band, writing and producing 5 albums, touring nationally and internationally. 14 Years in the Teaching Profession as a Chemistry and Biology teacher at Anglican Cathedral College and then Belmopan Comprehensive School Head of Science Dept. 15 years to current- Pastor in the Church of the Nazarene Denomination and currently serving at Belmopan Nazarene Church, Belize’s largest Nazarene congregation. 5 years ago he spearheaded the launch of Hedges Drug Rehab Ministry sponsored by his church. Louis is an avid Entrepreneur and recently launched a new business called Bless'd Gardens which promotes organic backyard food gardens. Currently he sits as the independent media representative on the People's Constitution Commission and as the Media Representative on the Belize Broadcasting Authority.
Leslie D. Mendez

Ms. Leslie D. Mendez obtained her law degree from the University of the West Indies in Barbados in 2011 and her Certificate in Legal Education from the Norman Manley Law School in Jamaica. She also holds a Masters Degree in International Human Rights Law from the University of Notre Dame. Since graduating, Mendez has focused on public interest litigation on various constitutional and administrative matters before the courts in Belize. In particular, she has worked on prisoner rights, refugee and migrant rights, and the right to non-discrimination, among others. Mendez served as Fellow at the Inter-American Commission on Human Rights, having been awarded the Fellowship for Attorneys for the English-Speaking Caribbean.Darrell earned a Bachelor’s Degree, with majors in Sociology and International Studies, a Master’s Degree in Public Administration, and a Post-Graduate Certificate in Teaching from Saint Louis University. Marcel P. Cardona

Marcel P. Cardona Cervantes obtained his law degree from the University of the West Indies, Mona, Kingston, Jamica (LL.B.) in 1997 and his Certificate of Legal Education from the Norman Manley Law School in Jamaica in 1999. Marcel was admitted to practice in Belize in 1999 and has focused his practice in litigation in all areas of law and has more than 20 years of experience in all levels of the court system. Marcel was appointed and enrolled as Notary Public in 2000, appointed as Senator in 2003, and served as Minister of Youth, Sports and Culture in 2008.
Gian Vasquez

Mr. Gian Vasquez resides in Orange Walk Town. He is the second of five children. He is a teacher at St. John’s College Junior College and the proud father of five children.  He is a graduate of St. John’s College High School, with an associate degree in history and economics from SJCJC and a Bachelor’s Degree in History from the University of Belize where he graduated Magna Cum Laude. His teaching career started in 2004 at the Anglican Cathedral College and three years later he moved to St. John’s College High School. From SJCHS, he was transferred to St. John’s College Junior College. At the Junior college he has been teaching Belizean History, the Constitution of Belize, Belize Laws and Human Rights Conventions. In this capacity he is very familiar with the Belize constitution, its history and its development including Amendments done over the years. He is a member of the Referendum commission created by the Ministry of Foreign Affairs from about 2010 and he has been actively engaged in meetings with members of the Commission. He has been engaged in receiving and disseminating information especially about the territorial dispute between Belize and Guatemala. In June 2016 he participated on a debate sponsored by the Social Security board on going to ICJ and members of his panel were Attorney, Ms. Lisa Shoman and Ambassador James Murphy. He has also conducted lectures and presentations on behalf of the Commission. In his lifetime he remembers being very vocal at public consultations at the Orange Walk Multi- purpose complex and Orange Walk Town hall meetings on constitutional amendments. He has always been concerned with changes of the Belize constitution and its impact on the society. Advocacy for the betterment of our society has been a key part of his life.
Cheryl Lynn Vidal

Cheryl Lynn Vidal

Cheryl-Lynn Vidal is a national of Trinidad and Tobago and Belize. She obtained a Bachelor of Laws degree from the University of the West Indies in 1996 and a Certificate of Legal Education from the Hugh Wooding Law School in 1998. She also holds a Master of Laws Degree with a specialization in Criminology and Criminal Justice and a Master of Laws Degree with a specialization in Human Rights Law, both of which she obtained from the University of London in 2015 and 2019 respectively. She worked in private practice in Trinidad and Jamaica before beginning employment with the Government of Belize in the year 2000, as a Crown Counsel in the Office of the Director of Public Prosecutions. She later held the posts of Crown Counsel in the Attorney-General’s Ministry, RegistrarGeneral and Legal Adviser to the Belize Police Department. In 2008 she was appointed to act as Director of Public Prosecutions and was confirmed in the post in 2010. She is the first female DPP and the longest serving, in the history of Belize. She was elevated to the rank of Senior Counsel, a rank of distinction in the legal profession, in January of 2014. She has been enrolled as an attorney in Trinidad, Jamaica and Belize and served as a Bar Committee Member in 2016, Vice President from 2017 to 2018 and then President, of the Bar Association of Belize, from 2018 to 2020. She served as the representative of the Bishop of the Catholic Church of Belize on the Board of Management of Our Lady of Guadalupe High School from 2018 to 2021 and has been an Associate Tutor with the Norman Manley Law School since 2021.Marcel was admitted to practice in Belize in 1999 and has focused his practice in litigation in all areas of law and has more than 20 years of experience in all levels of the court system. Christopher De Shield

Christopher De Shield is an Assistant Professor of English in the Department of Languages and Literature at the University of Belize, he teaches Literature and Writing classes. His qualifications include a BA in English and Biology (double major) from Goshen College in the United States. After returning to Belize, he briefly taught as an adjunct lecturer in Environmental Conservation and Development at UB in 2007. He then left for Scotland, where he earned a MSc (with distinction) in Literature and Transatlanticism from the University of Edinburgh. Subsequently, he worked as a Part-time Academic at Open University Malaysia while concurrently studying for a PhD in English Literature at the University of Malaya in Kuala Lumpur, which he completed in 2016.
Mandela Wade

Mandela Wade is a professional with over 13 years of experience in oil and gas regulation, policy, contract administration, and development operations. He has recently transitioned into project management where he currently serves as Project Director for the Belize Collection, one of Belize’s larger resort management and property development companies. His has prior experience of 12 years in the oil and gas industry where he has worked in both the private and public sectors as a Petroleum Engineer and Petroleum Geoscientists. His time in the public sector saw him serving in various executive capacities in the Public Service Union where a passion was developed for working with likeminded professionals to lobby critical issues surrounding economic development, good governance, accountability, and the rights of the worker. Mr. Wade holds an MBA Oil, Gas & Energy Management (2023) and a Master’s of Science in Petroleum Engineering from Imperial College London (2014). He also holds a Bachelor’s of Science (1st Class Hons.) in Petroleum Geoscience from the University of the West Indies, 2011. Mr. Wade has various certificates in project management, drilling & production engineering, reservoir engineering, seismic acquisition, petroleum regulation, energy management, and business administration. He looks forward to contributing his skills and experience to the sustainable development of Belize with specific interests in energy security, good governance and rural development. Mr. Wade is married and has three daughters who are his pride and joy.
